Executive  Summary






                           The Election Commission is an independent entity according to
                the 2017 Constitution of Thailand, which stipulates that it shall be autonomous
                and politically impartial, and aim at administrating, managing, and monitoring
                both  national  and  local  elections,  including  referenda,  by  an  honest,  fair,

                and lawful manner. To achieve these goals, the Election Commission are
                challenged by numerous opportunities, limitations, problems, and difficulties.
                           In the 2023 financial year, the Election Commission and the
                Office of Elections Commission shall, – as its crucial duties in pursuant to

                the 2017 Constitution of Thailand and  the democratic government with the King
                as head of the state–, hold the General Election of Members of the House of
                Representatives,  by-elections  to  fill  the  vacant  seats  in  the  House  of
                Representatives, and the elections to fill the vacancies of the local assembly

                and local administrators, as well as carrying-out of the electoral innovation
                development, training on any essential-issue courses for officers and networks
                of the Office. Besides, it includes the publication of printed handbooks and
                media to promote the termination of Members of the House of Representatives

                due to its complete parliamentary term on the 23rd of March, 2023;
                accordingly, the General Election of Members of the House of Representatives
                was expected to take place. This time was different from the Thailand’s past
                elections that had ever happened, for the 2017 Organic Act of Political Party

                and the 2023 Amendment to Organic Act of Political Party (No.2) stipulates
                that to nominate the candidate of any political party to run for the Election
                of Member of the House of Representatives on constituency and party-list
                bases shall proceed with the selection, – or it is called Primary  Vote.

                The selection of the candidate shall begin with the selection from among
                nominees from a political-party branch or from among provincial
                representatives of the political party, to seek approval (or disapproval),
                initially. Then, such a list of selected nominees shall be proposed to the

                selection committee of the political party to consider and give approval
                (or disapproval). After that, the list approved by the selection committee
                shall be proposed to the executive board of the political party to consider
                nominating the political party’s suitable candidate to compete in each

                constituency in the Election of Members of the House of Representatives;
                besides, the executive board of the political party shall, too, consider
