4.  There have come significant challenges and problems into view from
              working, –
                            4.1 Election management underwent constant changes in the
              election system, regulations, and rules; as a result, this required election

              administrators to invest time in learning and understanding new regulations, and
              communicating new sets of information to the public every election cycle;

                            4.2 Implementation of an objective plan to execute the Office of the
              Election Commission’s Strategy lacks awareness of the necessity of carrying out
              project activities to achieve goals and outcomes efficiently and effectively. This
              results in the inability to achieve key performance indicators as intended.

                         5.  The Election Commission has made observations;
                            5.1 election officials acted with integrity, fairness, and a strong sense
              of conscience;

                            5.2 there came placing the national interests before self-interest;
                            5.3 the true holders of democratic power, the voters were educated
              of their roles and responsibilities about their roles and responsibilities by providing

              the good knowledge and understanding of democratic system with the King as
              head of the state and encouraging the public to exercise their rights in participatory
              political activities;

                            5.4 there provided opportunities for the public to participate in election
              monitoring;
                            5.5 the public were encouraged to become good citizens by responsibly
              exercising their rights and freedoms; and

                            5.6 the technology was further implemented to increase greater
              accuracy, fastness, and efficiency in vote counting and data processing, reducing
              data forgery, minimizing the number of invalid ballots, and lessening human errors.

                            5.7 justice was delivered to the stakeholders in electoral processes;
                            5.8 voters were facilitated;
                            5.9 political parties were strengthened by being encouraged to

              accomplish all activities, as their policies had set out; and
                            5.10 no collusion nor assistance were made for delinquency and
              fraudulence in all forms, – the Office of Election Commission must be a strong-

              culture organisation and advance the country to be aligned with the mission of
              the Office of Election Commission, which is “strengthen electoral processes to
              acquire elected officials with high morals and ethics to the Houses.”
