ASEAN HUMAN EMPOWERMENT
AND DEVELOPMENT
The current world is facing an emergence of the Fourth Industrial Revolution (4IR). This
phenomenon denotes the abrupt and radical changes toward manufacturing, business and
economy which arises from the new breakthroughs of digital technologies. The 4IR will generate
the benefits and the challenges at the same time. It has made possible new products and services
that increase, at no cost, the efficiency of daily life for human beings. It will affect jobs, business
models, industrial structures, and etc., particularly for the job skills, the production process, and the
manufacturing pattern. In this sense, it should pay attention to the importance of human capital as
a precondition to compete in the digital era and the concerns of skilled workforce to be replaced
by machines. Nevertheless, the advent of new technologies through research and development
would help create jobs, especially new jobs and new skills for future occupations.
Objectives
To explore opportunities and challenges of 4IR toward human capital, particularly skilled
workforce and professional services and present ways to seize the opportunities and deal with the
accelerated rate of change in disruptive technologies which affect human capital.
Key Questions
01 What are ASEAN’s opportunities and challenges posed by 4IR, and how can governments
and companies respond to the emergence of 4IR?
02 What are the benefits and the constraints of human capital in response to 4IR, especially
skilled workforce and professional services?
03 How will the incorporation of advanced technologies (such as robotics, A.I., IoT, etc.)
affect the future of ASEAN citizens who are skilled and unskilled?
