Background

The Theme of Thailand’s 2019 ASEAN-
BAC Chairmanship is “Empowering ASEAN 4.0.”
This is to ensure that ASEAN countries shall work
together to overcome the evolving challenges
and seize the opportunities of the 4th Industrial
Revolution to sustain the economic growth of
ASEAN and make it more inclusive to enhance
the performance of ASEAN economies and
businesses especially for MSMEs. The key issues that would greatly disrupt and impact on the way
we appreciate and steer the evolution of Human Resources Management in the digital era will also
be emphasized and highlighted.
The conference is designed to draw practical, do-able and sustainable solutions from public
and private experts and thought leaders who will grace our panel discussions focusing on the
importance and to address the need for development of efficient and effective digital infrastructure
across ASEAN Member States. The panel will drill down and discuss obstacles, and barriers and
challenges confronting ASEAN countries in capacitating and empowering its enormous human
capital in order to become more digital literate and what solutions can be offered to those who are
lagging behind that would also narrow the development gap among ASEAN Member States.
The questions are: What are the key elements and qualities that constitute effective digital
infrastructure and why are they so critical? How can ASEAN countries collaborate better together
to build up digital connectivity and ecosystem? What are the main obstacles that hinder progress
towards “hard and soft” digital connectivity and what realistic recommendations can we bring
forward? How do we make our ASEAN MSMEs 4IR ready?

Objectives

01 To bring together policy makers and participants from government and business
sectors from ASEAN and beyond to share their knowledge, wisdom of current digital
infrastructure in Thailand and other ASEAN countries

02 To identify obstacles, challenges, and opportunities for the digital era in ASEAN region
and explore how to address gaps based on best practices and success stories in
supporting MSMEs
