testifying in election cases, and develop investigation and inquiry systems by setting up
a coordination center for investigation and inquiry operations and implementing a data
exchange center (DXC) to facilitate the investigation and inquiry process. The OECT also
developed a Pineapple Eyes application for the public to report incidents or
irregularities, as well as a news and public relations system to inform the public about
expenses for news sources and rewards for whistleblowers, all as part of their
ongoing work. In this regard, the OECT hopes that the aforementioned measures
will reduce objections to the election at all levels compared to the past year.
However, the Election Commission has given importance and performed its duties
and authority to the fullest extent there are still problems of corruption in buying
voting rights at all levels, problems of public participation in reporting incidents or
minor corruption which are still less than the set targets, and problems in using
technology for investigation, which are relatively limited. Nevertheless, the Election
Commission still gives importance and hastens to solve the problems that arise, in order
for elections to be conducted with integrity and fairness, to bring good people to govern
the community and to work for the real benefit of the people, in accordance with the will of
the Constitution.
1.3 Lessons Learned from the elections of members of the Subdistrict
Administrative Organisation and Chief Executive of the SAO, which were held on 18 November
B.E. 2564 (2021). The election of members of the Bangkok Metropolitan Council and the
Bangkok Governor, which were held on 22 May B.E. 2565 (2022), and the election of
members of the Pattaya City Council and the Pattaya City Mayor, which were held
on 22 May B.E. 2565 (2022), were analysed and solutions were proposed to address
both management and legal issues, regulations, and announcements.
1.4 Prosecution of offenders and cases arising from the performance of duties,
including cases pending in fiscal year B.E. 2564 (2021), totaling 331 cases.
1.5 Key activities of the political party include the establishment of 9 political
parties, various activities of the political party such as the establishment of 58 party branches,
activities related to the finance and accounting of the party such as reporting donations
received by the political party from 64 parties totaling 467,087,609.68 baht and providing
property, assets or other benefits to members of the political party who hold positions as
Members of Parliament according to Article 88. In fiscal year B.E. 2565 (2022), there were
3 advanced parties, totaling 1,468,484.60 baht.
1.6 The operation of the fund for the development of political parties has
allocated funds to support political parties according to Article 81, in the amount
of 102,179,261.40 baht and allocated for fund management and operations according
to Article 82, in the amount of 110,070,296 baht.
