to the Strategic Plan, with 23 projects, 42 activities approved to proceed. 7 projects,

9 activities could not be proceeded promptly in the fiscal year 2024 (B.E. 2567).
Therefore, the operation for such projects is carried over to the fiscal year 2025
(B.E. 2568) with details as follows:

3.1 Strategic issue 1: Accelerating political development through
honest, fair, and lawful elections: this consists of 8 strategies, 11 projects, 24 main
activities, with a budget of 64,236,800 baht. Approved operations included
11 projects, 24 activities amounting to 51,348,800 baht. The already-disbursed
amount is 20,477,058.21 baht, representing 39.88% of the approved budget.

Operations carried over to the fiscal year 2025 (B.E. 2568) included 3 projects,
5 activities amounting to 20,724,900 baht, representing 40.36% of the approved
budget.

3.2 Strategic issue 2: Strengthening Democracy Networks: this consists
of 4 strategies, 8 projects, 13 activities, with a budget of 119,943,200 baht.
Approved operations included 8 projects, 13 activities, amounting to 108,094,900 baht.
The already-disbursed amount is 85,290,295.61 baht, representing 78.90% of
the approved budget. Operations carried over to the fiscal year 2025 (B.E. 2568)

included 3 projects, 3 activities, amounting to 6,458,300 baht, representing 5.97% of
the approved budget.
3.3 Strategic issue 3: Building Citizenship Awareness and Civic

Consciousness: this consists of 3 strategies, 4 projects, 5 activities, with a budget
of 72,366,400 baht. Approved operations included 4 projects, 5 activities,
amounting to 72,366,400 baht. The already-disbursed amount is 55,819,401.70 baht,
representing 77.13% of the approved budget. Operations carried over to the fiscal
year 2025 (B.E. 2568) included 1 project, 1 activity, amounting to 1,240,400 baht,

representing 1.71% of the approved budget.
4. Key challenges encountered in operations
4.1 The Selection of Senators: guidelines for the distribution of

candidate introduction documents (Sor Wor 3) and criteria for candidate
introductions lack clarity.
4.2 Law enforcement in litigation involving reimbursement of election
management expenses.
4.3 Use of electronic media in elections where false information

(Fake news) appears.
4.4 Reporting of activities under the Organic Act on Political Parties
2017 (B.E. 2560) and its amendments up to (No.2) B.E. 2566 (2023) to the Registrar

of Political Parties were not conducted within the legally prescribed timeframe.
