Industrial Conditions
At present, the electricity industrial structure in Thailand uses an Enhanced Single
Buyer Model (ESB) approved by the Council of Ministers on December 9, 2003 whereby the
Electricity Generating Authority of Thailand (EGAT) is the producer, distributor and purchaser of
power from private power plants and only single buyer for foreign ones. Furthermore,
EGAT distributes power via a transmission system to the Metropolitan Electricity Authority
(MEA) and the Provincial Electricity Authority (PEA) to distribute power to power users.
Furthermore, EGAT partially distributes power directly to some major power users who received
permission to distribute under related laws and nearby countries. In the meantime, MEA is
responsible for distributing power to power users in Bangkok, Nonthaburi, and Samut
Prakan while PEA distributes power to power users in other provinces outside the service area
of MEA. Moreover, some private power producers are able to distribute power to customers
directly. In distributing power to power users, MEA and PEA own power stations, transmission
systems, distribution systems, distribution transformers, low-voltage power systems, and
electricity unit measuring devices (electricity meters). The Energy Regulatory Commission (ERC)
regulates the nation’s overall power cost structure, specifes power costs for the same type of
power users in a uniform tariff for the country with differences according to power user types.
